MVSKOKE RESERVATION – On Oct. 21, the Business, Finance and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 25-101 A tribal resolution of the Muscogee (Creek) Nation approving the Tribal Software/Technical Standards Regulations submitted by the Muscogee (Creek) Nation Public Gaming Commission was passed with a vote of 3-0. Representative Robert Hufft sponsored the legislation. The legislation was previously postponed on Oct. 16.
If adopted, this resolution will allow the Muscogee (Creek) Nation’s Public Gaming Commission to continue to function as an oversight commission in line with a set of regulations.
TR 25-107 A tribal resolution of the Muscogee (Creek) Nation establishing tribal membership in the National Congress of American Indians was passed with a vote of 3-0. Rep. Hufft sponsored the legislation.
If adopted, this resolution will allow the Muscogee (Creek) Nation to become a member of the National Congress of American Indians and its Eastern Oklahoma District, with Principal Chief David Hill becoming the main Delegate, and with a list of Alternate Delegates including Second Chief Del Beaver, Chief of Staff Jeff Fife, and Tribal Administrator Shane Holuby, whose terms would end on Jan. 2, 2028. Alternate Delegates from National Council include Speaker Randall Hicks, Second Speaker Thomasene Yahola Osborn, BFJ Chairman Robert Hufft, HEW Vice Chair Mary Crawford, and LNC Chairman Darrell Proctor, whose terms would end on Jan. 2, 2026.
NCA 25-105 A law of the Muscogee (Creek) Nation amending Article VI, Section 2a of the Constitution of the Muscogee (Creek) Nation to establish term limits for National Council representatives was passed with a vote of 3-0. Representative Thomasene Yahola Osborn sponsored the legislation.
If adopted, this law will limit National Council Representatives of the Muscogee (Creek) Nation to a total of three terms, whether consecutive or non-consecutive, though partial terms created by election to fill a vacant spot are not included. The law will go into effect beginning in Jan., 2026.
NCA 25-106 A law of the Muscogee (Creek) Nation amending Article V, Section 1 (a) and ( c ) of the Constitution of the Muscogee (Creek) Nation was postponed indefinitely with a vote of 4-0. Representative Nelson Harjo Sr. sponsored the legislation.
This law would have changed the term limits of both Principal Chief and Second Chief to three four-year terms instead of two in order to be in line with National Council term limits.
NCA 25-108 A law of the Muscogee (Creek) Nation repealing NCA 25-087, entitled “A law of the Muscogee (Creek) Nation amending the Constitution of the Muscogee (Creek) Nation by replacing ‘Muscogee’ with the traditional spelling of ‘Mvskoke’ and deleting the word ‘Creek’ throughout the Constitution was passed with a vote of 3-0. Representative Mark Randolph sponsored the legislation.
NCA 25-109 A law of the Muscogee (Creek) Nation amending the Constitution of the Muscogee (Creek) Nation by replacing “Muscogee” with the traditional spelling of “Mvskoke” and deleting the word “Creek” throughout the Constitution was passed with a vote of 3-0. Rep. Randolph sponsored the legislation.
If adopted, this law will authorize a vote for citizens of the Nation to decide if they wish to make the revision to the Constitution of the Muscogee (Creek) Nation.
