MVSKOKE RESERVATION – On March 10, the Land, Natural Resources, and Cultural Preservation Committee held an in-person meeting.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills. All legislation passed through the committee will be presented in the next session for full council approval.
TR 26-015 A tribal resolution of the MCN approving the update of the MCN Long Range Transportation plan with the addition of the routes listed as attachment “B” – MCN NTFFI 2026 passed with a vote of 4-0. Representative Cody Phillips sponsored this bill.
With the new routes identified in the reservation, MCN wants to add them to the Nation’s National Tribal Transportation Facility Inventory and update the plan accordingly.
TR 26-016 A tribal resolution of the MCN authorizing the Principal Chief to execute a separate Memorandum of Understanding with two Oklahoma cities for the maintenance of roadways and associated rights-of-way constructed or improved by the MCN Tribal Transportation Program passed with a vote of 4-0. Rep. Phillips sponsored this bill.
This separate Memorandum is with Tulsa and Jenks; if the Nation should undertake construction to improve the public roadways and associated right-of-way designated as Tribal Transportation Program Routes, then each city agrees to maintain such routes and right-of-way, as stated in the bill.
TR 26-017 A tribal resolution of the MCN supporting the addition of new routes, as identified in attachment “B” – MCN NTTFI 2026, to the Nation’s existing National Tribal Transportation Facility Inventory and requesting the Bureau of Indian Affairs add these new routes to the Nation’s National Tribal Transportation Facility Inventory, passed with a vote of 4-0. Rep. Phillips sponsored this legislation.
The new routes have been identified within the reservation and are eligible for inclusion in the Nation’s National Tribal Transportation Facility Inventory, as stated in the bill.
NCA 26-042 A law of the MCN authorizing the expenditure of grant funds awarded from the U.S. Environmental Protection Agency for the benefit of the MCN Geospatial Department passed with a vote of 4-0. Representative Dode Barnett sponsored this legislation.
The Geospatial Department was awarded a loan and a grant totaling $1,986,408. As stated in the bill, these funds will be used to conduct eligible assessment-related activities.
NCA 26-043 A law of the MCN appropriating funds to the Nation’s Environmental Services Department for the purchase of equipment passed/BFJ with a vote of 4-0. Representative Barnett sponsored this legislation with Co-Sponsor Representative Randall Hicks.
The Environmental Services Department is requesting $300,000 to purchase equipment for the septic services. According to the legislation, the purchase of equipment and assets from Rodebush Septic Service will ensure the Nation can continue its services without delay.
NCA 26-044 A law of the MCN appropriating funds to create the Environmental Services – Septic Services Program passed with a substitute/BFJ with a vote of 4-0. Rep. Barnett sponsored this legislation.
MCN needs to create a Septic Service Program under the supervision of the Environmental Services Department. This will be able to provide septic services for the festival, ceremonial grounds, Native churches, community cleanups, and funeral needs for MCN citizens.
