MVSKOKE RESERVATION – On Tuesday, March 10, the Health, Education, and Welfare Committee held a mixed virtual and in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 26-014 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to submit a grant application to the U.S. Department of Labor, Employment and Training Administration Youth Build 2025 Grant for the benefit of Employment and Training. Representative Lora Harjo-King sponsored the bill, which passed 3-0.
If adopted into law by the full council, the $1,023,238 will receive a leveraged source match from the Tribe in the amount of $102,257 each year for three years.
NCA 26-039 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the United States Department of Agriculture for the benefit of the Food Distribution Program. Representative Darrell Proctor sponsored the bill, which passed 3-0.
If adopted into law by the full council, the $210,000 grant will be used to “create and disseminate culturally relevant nutrition education resources that encourage American Indians/Alaskan Natives to learn basic nutrition, food safety, meal planning, and healthy living.”
NCA 26-040 A law of the Muscogee (Creek) Nation amending MCNCA Title 20, Chapter 1, entitled “Administrative Management”. Rep. Proctor sponsored the bill, which passed 3-0.
If adopted by the full council, it will amend the constitution, placing the Senior Services Department under the Department of Community and Human Services. It will also delete the phrase “who shall be a member of the Muscogee (Creek) Nation” within the description of the manager.
NCA 26-041 A law of the Muscogee (Creek) Nation amending MCNCA Title 19, § 5-102 entitled “Leave of Absence required for Muscogee (Creek) Nation employees”. Rep. Proctor sponsored the bill, which was postponed for one month, 3-0.
If adopted by the full council, any MCN employee who declares their candidacy for a Tribal office does not have to take a leave of absence. This includes all MCN government employees, Tribal corporations owned by the Tribe, chartered community boards, and entities that are majority-owned (51%) by the Tribe.
