A Muscogee (Creek) Nation Land, Natural Resources and Cultural Preservation session was held in the Mound Building on Sep. 9.(MM File)

OKMULKE, Oklv. – The Muscogee (Creek) National Land, Natural Resources and Cultural Preservation Committee held a meeting in the Mound Building on Aug. 13.

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:

TR 24-098 A tribal resolution of the MCN authorizing the Bureau of Indian Affairs, on behalf of the Nation, to execute a utility right-of-way agreement with Oklahoma Gas & Electric; said right-of-way agreement associated with the construction of a project in McIntosh county. Representative Darrell Proctor and co-sponsor Representative Galen Cloud sponsored this legislation, which passed 3-0. This will be presented to the full council at the next regular session.

If this legislation is adopted into law, a MCN property in McIntosh County will receive utility service installation construction. Oklahoma Gas & Electric has agreed to provide services and will make sure it will be maintained for the public’s safety.

TR 24-099 A tribal resolution of the MCN authorizing the construction of the MCN Three Ponds Subdivision roads for the benefit of the MCN Department of Housing. Representative Robyn Whitecloud sponsored this legislation, which passed 3-0. This will be presented to the full council at the next regular session.

If this legislation is adopted into law, construction will begin on roads on the Three Ponds Subdivision in order to grant easier access to homes. The MCN Department of Housing will remain responsible for the upkeep, maintenance and repairs. According to the bill, the estimated cost for this project is $3,942,800.

TR 24-100 A tribal resolution of the MCN approving updates to the MCN conservation regulation and fee schedule. Rep. Cloud sponsored this legislation, which passed 3-0. This will be presented to the full council at the next regular session.

If this legislation is adopted into law the MCN Wildlife Code and Conservation Regulation in MCNCA Title 23 will be updated to the conservation regulations followed by the Five Tribes’ July 12 Reciprocity Agreement.

NCA 24-093 A law of the MCN authorizing the expenditure of the U.S. Department of Transportation, Federal Highway Administration fiscal year 2024 Tribal Transportation (TTP) safety fund for the benefit of federal roads. Representative Mark Randolph sponsored this legislation, which passed 3-0. This will be presented to the full council at the next regular session.

According to the bill, if this legislation is adopted, a new single lane roundabout will be located at the intersection of State Highway 56 and Old Morris Highway in Okmulgee. A total of $737,616 will come out of the TTP Safety Fund.

NCA 24-094 A law of the MCN amending MCNCA title 23, entitled “Wildlife Code.” Rep. Whitecloud sponsored this legislation, which passed 3-0. This will be presented to the full council at the next regular session.

If this legislation is adopted into law, it will review and adopt minor changes to the wildlife code. According to the bill, the changes will help enforce the code for public safety and implementation of wildlife population management.
