MVSKOKE RESERVATION – On Tuesday, Feb. 10 the Health, Education, and Welfare Committee held a mixed virtual and in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 26-006 A tribal resolution of the Muscogee (Creek) Nation authorizing the principal chief to execute an assurance of continuing support of the Muscogee (Creek) Nation (MCN) Tribal Family Assistance Plan (TFAP) through the U.S. Department of Health and Human Services, Administration for Children and Families, passed with a vote of 4-0. Representative Thomasene Osborn sponsored the legislation.
If adopted, this resolution will continue to develop the TFAP program, which provides financial assistance, work experience opportunities, and career coaching for low-income families.
TR 26-007 A tribal resolution of the Muscogee (Creek) Nation approving the absentee workers for the 2026 Muscogee (Creek) Nation Special Election passed with a vote of 4-0. Representative Charles McHenry sponsored the legislation.
If adopted, this resolution will approve a list of ten absentee workers and two alternates.
TR 26-008 A tribal resolution of the Muscogee (Creek) Nation approving the early in-person voting sites for the 2026 Muscogee (Creek) Nation Special Election passed with a vote of 4-0. Rep. McHenry sponsored the legislation.
If adopted, the resolution will approve a list of four early in-person voting sites for the 2026 special election.
TR 26-009 A tribal resolution of the Muscogee (Creek) Nation confirming the nomination of Andrea James to serve on the Muscogee (Creek) Nation Election Board passed with a vote of 4-0. Representative Lora Harjo-King sponsored the legislation.
If adopted, the resolution will allow James to serve on Position 5 of the MCN Election Board, subject to confirmation through Saturday, May 31, 2031.
NCA 26-023 A law of the Muscogee (Creek) Nation authorizing the expenditure of funds awarded from the Department of Health and Human Services for the Muscogee (Creek) Nation Department of Health-Special Diabetes Program for Indians Diabetes Prevention and Treatment Projects passed with a vote of 4-0. Representative Mary Crawford sponsored the legislation.
If adopted, the $2,250,743 expenditure will be used to provide diabetes treatment and prevention.
NCA 26-024 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Indian Health Service, Native Public Health Resilience Planning Fund Grant for the Muscogee (Creek) Nation Department of Health passed with a vote of 4-0. Rep. Crawford sponsored the legislation.
If adopted, the $200,000 expenditure will develop a public health program that aligns with the Nation’s 10 Essential Public Health Services (EPSS).
NCA 26-025 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Indian Health Service, HIV/HCV/Syphilis Epidemic Project Grant, passed with a vote of 4-0. Rep. Harjo-King sponsored the legislation.
If adopted, the $186,507 expenditure will use funds to combat the HIV/HCV/Syphilis epidemic. It will enhance patient care coordination, patient navigation, treatment, retention care, and prevention services.
NCA 26-026 A law of the Muscogee (Creek) Nation authorizing the revision due to cumulative funding awarded from the Pass Thru Entity Southern Plains Tribal Health Board (SPTHB) funded by the Center of State, Tribal, Local, and Territorial Support (CSTLTS) at the Centers of Disease Control and Prevention (CDC) passed with a vote of 4-0. Rep. Crawford sponsored the legislation.
If adopted, the $180,000 expenditure will implement public health programs and services to address the drug overdose crisis in their communities. It will enhance workforce development, access to cultural resources, peer support, and harm reduction services.
NCA 26-027 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Department of Health and Human Services, Centers for Disease Control (CDC) and Prevention, strengthening Public Health Systems in Indian Country Grant passed with a vote of 4-0. Rep. Crawford sponsored the legislation.
If adopted, the $1,040,000 expenditure will be used to expand and enhance medication-assisted treatment (MAT) services for people with an opioid use disorder.
NCA 26-028 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, for medication-assisted treatment-prescription drug, and opioid addiction passed with a vote of 4-0. Rep. Crawford sponsored the legislation.
If adopted, the $1,050,000 expediture will use funds to expand and enhance medication-assisted treatment (MAT) services for people with an opioid use disorder.
NCA 26-029 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Southern Plains Tribal Health Board and the Oklahoma Area Tribal Epidemiology Center for the benefit of the Muscogee (Creek) Nation Department of Health passed with a vote of 4-0. Representative Darrell Proctor sponsored the legislation.
If adopted, the $145,000 expenditure will promote care to prevent, manage and control chronic diseases. It will also connect patients to community and social service providers.
