Proposed BFJ bill will raise National Council Member salaries to $80k

Cybercrimes program grant for $700k also passes

MVSKOKE RESERVATION – On Thursday, May 7, the Business, Finance, and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills: 

TR 26-029 A tribal resolution of the Muscogee (Creek) Nation confirming the nomination of William R. Norman to serve on the public gaming commission. The legislation was sponsored by Representative Lucian Tiger and passed 4-0.

If the legislation is adopted by the full council, Norman’s term will begin upon confirmation and will expire on Thursday, May 16, 2030.

NCA 26-068 A law of the Muscogee (Creek) Nation authorizing the expenditure of funds for the benefit of the Muscogee (Creek) Nation’s Department of Public Safety Criminal Investigations Division for the U.S. Department of Justice, Office on Violence Against Women, FY 2025 Local Law Enforcement Grants for Enforcement of Cybercrimes Program. The legislation was sponsored by Representative William Lowe and passed 4-0. 

If the legislation is adopted by the full council, $700,000 will be used for investigators to purchase supplies, equipment, and software to assist in the enforcement of cybercrimes.

NCA 26-071 A law of the Muscogee (Creek) Nation amending MCNCA Title 30, Chapter 4, entitled “Compensation of National Council” and authorizing a supplemental appropriation to the National Council FY 26 Budget. Representative Sandra Golden sponsored the legislation. It was cosponsored by Representatives Mary Crawford, James Factor, Lowe, Anna Marshall, Cody Phillips, Darrell Proctor, and Rep. Tiger. It passed 4-0

If the legislation is adopted by the full council, each representative will receive an annual salary of $80,000 starting in the 2026 fiscal year. The MCCNC Speaker will make $99,000 per year. Mileage will no longer be reimbursed for National Council members.

NCA 26-074 A law of the Muscogee (Creek) Nation authorizing the expenditure of American Rescue Plan Act (ARPA) Local Assistance and Tribal Consistency Funding (LATCF) received from the United States Department of the Treasury for the Department of Commerce to begin the initial phase in pursuing an acquisition of a bank. The legislation was sponsored by Rep. Lowe and passed 4-0.

If the legislation is adopted by the full council, $100,000 will be used to engage bank acquisition and operations consultants to lay the groundwork for a successful tribally owned banking enterprise.

Referred Legislation:

NCA 26-064 A law of the Muscogee (Creek) Nation authorizing a supplemental appropriation for the Muscogee (Creek) Nation Tribal Energy Program for energy-related services for Fiscal Year 2026. The legislation was sponsored by Rep. Proctor. It was initially passed by a vote of 4-0 at the Health, Education, and Welfare committee on Tuesday, May 5.

Funding was approved by a vote of 4-0. If the legislation is adopted by the full council, $1,500,000 in additional funds will be used for the projected 5,000 households served by the department.

NCA 26-072 A law of the Muscogee (Creek) Nation amending MCNCA Title 5, § 2-115 entitled “Funding” and appropriating funds to the Ceremonial Ground and Church Grant, Ceremonial Ground Camp and Church Camp House Grant, and emergency assistance programs for ceremonial grounds and churches. The legislation was sponsored by Representative Dode Barnett. It was initially passed by a 4-0 vote at the Land, Natural Resources, and Cultural Preservation Committee.

Funding was approved by a vote of 4-0. If the legislation is adopted by the full council, $1,200,000 will be used for passenger van assistance, Christmas assistance, and immediate needs for the Ceremonial Grounds and churches.
