MVSKOKE RESERVATION- On Aug. 25, the Health, Education, and Welfare Committee and the Business, Finance, and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 26-054 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to submit a grant application to the U.S. Department of Homeland Security, for the fiscal year 2024 & 2025, Building Resilient Infrastructure and Communities (BRIC) for the benefit of the Emergency Management Department, passed 8-0. Representative Robert Hufft sponsored the bill.
According to the legislation, the Principal Chief will be authorized to prepare, execute, and submit a grant application proposal to the U.S. Department of Homeland Security, for $20 million for the River Spirit Casino Hazard Mitigation Project.
If the grant is received, the National Council will commit $5 million over three years as a leveraged resource. The hazard mitigation will protect River Spirit facilities against natural weather disasters.
TR 26-055 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute the first amendment and limited waiver to the credit agreement with BOK Financial Public Finance, Inc., passed 8-0. Representative Lucian Tiger III sponsored the bill.
According to the bill, this resolution addresses changes to the First Amendment and Limited Waiver to Credit Agreement. MCN Secretary of the Treasury Patricia Killian clarified that this would extend the audit date under the agreement, reducing the testing frequency from quarterly to semiannual while keeping the tax-exempt status unchanged.
