MVSKOKE RESERVATION- On July 23 the Health, Education, and Welfare Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
NCA 24-087 A law of the Muscogee (Creek) Nation authorizing the expenditure of the State of Oklahoma Department of Emergency Management FY 2024 Hazard Mitigation Assistance Grant of $171,268.84 and appropriating tribal funds for the tribal match in the amount of $88,229.40 for the benefit of the Muscogee (Creek) Nation Emergency Management Department passed with a vote of 3-0. It was sponsored by Representative Mary Crawford.
MCN Emergency Management Director Bobby Howard spoke during discussion. He stated that the funds will be used for five early warning sirens throughout the MCN reservation in Okmulgee, Cromwell, and Coweta. Sirens will be replaced, repaired, or brand new. The funding source for matching funds is from gaming.
NCA 24-088 A law of the Muscogee (Creek) Nation amending NCA 23-004 (A law of the Muscogee (Creek) Nation authorizing the expenditure of the U.S. Department of Homeland Security FY 2021 Building Resilient Infrastructure and Communities Grant for the benefit of the Emergency Management Department) passed with a vote of 3-0. It was sponsored by Rep. Crawford.
Howard explained this program will benefit 255 MCN families for storm shelters. The grant does not require a tribal money match. The amendments to NCA 23-004 were to the building program timeline.
NCA 24-089 A law of the Muscogee (Creek) Nation authorizing a supplemental appropriation in the amount of $624,000 for the Muscogee (Creek) Nation Tribal Energy Program for energy assistance related services for FY 2024 passed with a vote of 3-0. It was sponsored by Rep. Crawford.
The Tribal Energy Program assists with disabled and elderly citizens for energy needs. The supplemental funds will allow the program to meet the needs of citizens. The funding source is gaming.
