MVSKOKE RESERVATION – On Nov. 6, the Business, Finance and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
NCR 25-004 A resolution of the Muscogee (Creek) Nation selecting Owen Sapulpa to the Board of Directors of OneFire Holding Company, LLC was passed with a vote of 4-0. Representative Patrick Freeman Jr. sponsored the legislation. The legislation was previously postponed in October.
This resolution will allow Owen Sapulpa to serve on the Board of Directors of OneFire Holding Company, LLC, with his term ending on Oct. 25, 2028.
TR 25-116 A tribal resolution of the Muscogee (Creek) Nation confirming the nomination of Bobby Howard to serve as the Department of Public Safety Commissioner for the Muscogee (Creek) Nation was passed with a vote of 4-0. Representative Sandra Golden sponsored the legislation.
If adopted, this resolution will allow Bobby Howard to serve as the Commissioner for the MCN Department of Public Safety, with his term beginning on the day of his confirmation and ending on Jan. 31, 2031.
NCA 25-114 A law of the Muscogee (Creek) Nation authorizing the expenditure of funds for the benefit of the Muscogee (Creek) Nation’s Lighthorse Police Department for the U.S. Department of Justice, Office of Community Oriented Policing Services FY 2025 COPS Office Tribal Resources Grant Program – Equipment and Training, to the amount of $900,000.00, was passed with a vote of 4-0. Representative Dode Barnett sponsored the legislation.
If adopted, this law will allow for the purchase of twelve 2027 Chevy Tahoe vehicles with the appropriate accessory packages for use by the Lighthorse Police, as well as for two officers to travel in order to complete required Coordinated Tribal Assistance Solicitation (CTAS) training.
NCA 25-115 A law of the Muscogee (Creek) Nation authorizing the expenditure of the U.S. Department of Health & Human Services, Administration for Children and Families Tribal Child Support Enforcement Program grant, to the amount of $3,126,730.28, for the benefit of the Muscogee (Creek) Nation Office of Child Support was passed with a vote of 4-0. Rep. Golden sponsored the legislation.
If adopted, this law will allow the Muscogee (Creek) Nation to effectively operate the Office of Child Support.
NCA 25-116 A law of the Muscogee (Creek) Nation repealing Title 16, Chapter 5, Subchapter 3 entitled, “Department of Tourism and Recreation” and amending MCNCA Title 16, Chapter 11 entitled, “Secretary of Commerce” and creating new subchapters to further reorganize the department and its functions was postponed with a vote of 4-0. Rep. Barnett sponsored the legislation. The legislation is postponed until December.
If adopted, this law will elaborate on the duties of the Secretary of Commerce and the purposes, duties, and responsibilities of the departments they oversee, including Recreation, Marketing, and Tourism.
NCA 25-117 A law of the Muscogee (Creek) Nation amending NCA 14-029 (A law of the Muscogee (Creek) Nation appropriating funds for the Muscogee (Creek) Nation Festival) as amended by NCA 23-026 was passed with a vote of 4-0. Representative Robert Hufft sponsored the legislation.
If adopted, this law will add additional funds to be used for the 2026 Muscogee (Creek) Nation Festival, in honor of its 50th anniversary, with the amount of funds being raised from $780,000 to $1,613,000.
NCA 25-118 A law of the Muscogee (Creek) Nation repealing MCNCA Title 30, Chapter 7, entitled “Parliamentarian to National Council” was passed with a vote of 4-0. Representative Patrick Freeman Jr. sponsored the legislation.
If adopted, this law will remove the position of “Parliamentarian” from the National Council, as, according to the legislation, the position has been vacant for decades and is seen as unneeded.
