OKMULGEE, Oklahoma — A Muscogee (Creek) Nation National Council Health, Education and Welfare Committee meeting was held Sept. 15 by teleconference.
All passed legislation will go before the full council during Regular Session Sept. 25.
HEW addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 21-126 Authorizing the Principal Chief to execute a certain agreement with Smith & Nephew, Inc. on behalf of the Muscogee (Creek) Nation Department of Health. Representative Mary Crawford sponsored the resolution, which passed 4-0.
The MCNDH desires to enter into an Agreement with Smith and Nephew, Inc. to allow MCNDH purchase certain medical equipment.
Pursuant to MCN Code Annotated Title 27 substitute 1-103, the NC hereby authorizes the application of the laws of the state of Tennessee, if applicable, with respect to the agreement.
TR 21-127 Confirming the nomination of Sharon Mouss to serve on the College of the Muscogee Nation Board of Regents. Rep. James Jennings sponsored the resolution, which passed 4-0.
The Muscogee Nation Board of Regents shall be compromised to five tribal citizens who shall serve staggered terms.
The Principal Chief nominated Muscogee (Creek) citizen Sharon Mouss, to serve on the CMN Board of Regents Seat #2. The term will begin upon confirmation of full council and will expire on Sept. 30, 2026.
NCA 21-101 Authorizing the expenditure of funds awarded from the U.S. Department of Health and Human Services Administration for Children & Families American Rescue Plan Act of 2021, Pandemic Emergency Assistance Fund for the Muscogee (Creek) Nation TANF Program. Rep. Lucian Tiger III sponsored the resolution, which passed 4-0.
The PEAF grant funds would allow the Nation’s TANF Program to provide non-recurrent, short-term (NRST) benefits to assist needy families impacted by the COVID-19 pandemic.
NCA 21-102 Authorizing the expenditure of the Department of Health and Human Services Administration for Children and Families, ANA American Rescue Plan Act Emergency Native Language funds for the benefit of the Mvskoke Language Department. Rep. Tiger sponsored the resolution, which passed 4-0.
The funds awarded are to increase the number of citizens listening and becoming familiar with the language by listening to elders tell stories in the Mvskoke language as well as documenting fluent elders in regards to the pandemic and their predictions of what is to come in the future.
NCA 21-103 Authorizing expenditure of CARES Act funds to supplement the Tribal Burial and Food for Funeral programs – Social Services department’s FY 2021 budget. Rep. Tiger sponsored the resolution and Rep. Mark Randolph co-sponsored, which passed 4-0.
The Tribal Burial Assistance and Food for Funeral programs are in need of additional funds to provide assistance due to an influx of applications. The funds will be used to supplement the client services line item.
