Summer EBT Program’s $2M grant passes HEW

MVSKOKE RESERVATION – On Tuesday, Jan 20 the Health, Education, and Welfare Committee held a mixed virtual and in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted. 

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:

NCA 26-001 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Department of Health and Human Services Administration for Children and Families for the benefit of the Head Start Preschool Program and appropriating a Tribal match. Representative Darrell Proctor sponsored the legislation, which passed to the Business, Finance & Justice committee 4-0. 

If the bill is adopted by the full council, the Head Start Preschool Program will receive $2,969,280 in grant funds for general operations. The award was based on a 20 percent match of $742,321.

NCA 26-002 A law of the Muscogee (Creek) Nation authorizing the expenditure of the Department of Health and Human Services Administration for Children and Families, Low-Income Home Emergency Assistance Program Funds for the benefit of the Muscogee (Creek) Nation Social Services Program. Representative Lora Harjo King sponsored the legislation, which passed 4-0.

If the bill is adopted by the full council, the MCN Social Services Program will receive $299,152 to provide cooling, heating, and crisis funds for the Low-Income Home Energy Assistance Program.

NCA 26-003 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the United States Department of Agriculture for the benefit of the Muscogee (Creek) Nation 2026 Summer EBT Program and appropriating a tribal match. Representative Mary Crawford sponsored the bill, which passed to the Business, Finance & Justice committee 4-0.

If the bill is adopted into law by the full council, the Nation will receive $1,029,260 in grant funds for the 2026 Summer EBT Grant. The grant was awarded based on a 50 percent match of $1,029,260. According to the bill, approximately 105,000 eligible children within the Nation’s Reservation rely on the EBT program.

NCA 26-004 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the United States Department of Agriculture and appropriating a Tribal match for the benefit of the Muscogee (Creek) Nation Food Distribution Program. Representative Charles McHenry sponsored the bill, which passed to the Business, Finance & Justice committee 4-0. 

If adopted by the full council, the MCN Food Distribution Program will receive $1,668,151 in grant funds and $417,038 in matching funds. According to the bill, the funds will be used to provide food for income-eligible Native American households living on the MCN Reservation.

NCA 26-005 A law of the Muscogee (Creek) Nation authorizing the expenditure of the grant funds awarded from the Administration for Children and Families Office of Family Assistance for the benefit of the Temporary Assistance for Needy Families (TANF) Program. Rep. Crawford sponsored the bill, which passed 4-0.

If adopted into law by the full council, the Temporary Assistance for Needy Families (TANF) Program will receive $778,666 in grant funds.

NCA 26-006 A law of the Muscogee (Creek) Nation authorizing a supplemental appropriation for the Muscogee (Creek) Nation Citizenship Office for Fiscal Year 2026. Rep. McHenry sponsored the bill, which passed to the Business, Finance & Justice Committee 4-0.

If the bill is adopted into law by the full council, the MCN Citizenship Office will receive $458,079 in supplemental funds for fiscal year 2026.

NCA 26-007 A law of the Muscogee (Creek) Nation authorizing the expenditure of the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, FY 25 U.S. Department of Justice Coordinated Tribal Assistance Solicitation for the benefit of the Reintegration Program. Rep. Proctor sponsored the bill, which passed 4-0.

If the bill is adopted by the full council, the MCN Reintegration Program will receive $900,000 to address gaps in management, health, and training services.
