TVLSE, Oklv. – Muscogee (Creek) Nation Executive Order 24-06 recently declared a national emergency in the Tulsa Creek Indian Community (TCIC) on Aug. 23, suspending their charter. The community is now under the control of the Nation, due to what the order described as either “endangerment of property, endangerment of public safety, or abandonment of property.” The order was found posted outside the TCIC building. Mvskoke Media was initially informed of the order by a concerned TCIC member.
MCN Executive Order 24-02 was initially authorized on March 26, which gave the tribe detailed authority over TCIC due to the failure of the community to exercise the duties of community governance. MCN Executive Order 24-05 would rescind MCN Executive Order 24-02, terminating the department of community research and development’s oversight of TCIC. MCN Executive Order 24-06 put control of TCIC under control of the MCN Controller’s Office.
The controller’s office now has the authorization to manage and maintain all financial resources, assets, records, contracts and other documents related to the community’s smoke shop and financial operations. Until the charter’s suspension is withdrawn, the community will have no board of directors. Technical assistance for TCIC meetings moving forward will be provided by the department of community and research.
Although the charter is currently suspended, the Nation will continue to provide assistance until TCIC can “demonstrate its ability to properly and lawfully operate the facilities, property, and Community”. Once TCIC is deemed competent to carry out its obligated duties as a chartered community, the department of community and research will hold an election to sit a new board of directors.
