OKMULGEE – On July 17, the Business, Finance and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 25-061 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to submit a grant application to the Department of Justice, Office of Community Policing Services (COPS), 2025 COPS Hiring Program (CHP) Grant Program for the Lighthorse Police Department passed with a vote of 4-0. Representative Dode Barnett sponsored the legislation.
If adopted, this resolution will allow the Lighthorse Police to add 6 additional officers to its force.
TR 25-062 A tribal resolution of the Muscogee (Creek) Nation authorizing the nomination of James Jennings to serve on the Muscogee (Creek) Nation Public Gaming Commission passed with a vote of 4-0. Representative Sandra Golden sponsored the legislation.
If adopted, this resolution allows James Jennings to serve on the MCN Public Gaming Commission, starting from the date of his confirmation to July 26, 2029.
TR 25-063 A tribal resolution of the Muscogee (Creek) Nation amending TR 25-050 (A tribal resolution of the National Council of the Muscogee (Creek) Nation approving and authorizing the Muscogee Nation Gaming Enterprises, LLC (“MNGE”) Board of Directors to transfer of certain real property to the Muscogee (Creek) Nation) passed with a vote of 4-0. Representative Robert Huff sponsored the legislation.
If adopted, this resolution allows for the transfer of certain pieces of property – the property known as the TAEO Property in this case – from MNGE to the Muscogee Nation for purposes of economic development.
TR 25-064 A tribal resolution of the Muscogee (Creek) Nation confirming the nomination of Matt DuMond to serve on the Mvskoke Loan Board passed with a vote of 4-0. Representative Nelson Harjo Sr. sponsored the legislation.
If adopted, this resolution will allow Matt DuMond to serve on the Board of the Mvskoke Loan Fund, with his term starting on the date of his confirmation and ending on July 26, 2028.
NCA 25-062 A law of the Muscogee (Creek) Nation repealing MCNCA Title 50, entitled “Lighthorse Police” and MCNCA Title 22, Chapter 9, entitled “Emergency Management Authority” and enacting a new MCNCA Title 50, entitled “Department of Public Safety” and amending MCNCA Title 16, Chapter 1, entitled, “Organization of the Executive Office of the Principal Chief” passed with a vote of 3-1. by the committee. The law was Rep. Barnett sponsored the legislation. Rep. Golden voted no.
If adopted, this law will reorganize services such as the Lighthorse Police and Emergency Management Authority under the control of the Department of Public Safety within the Executive Branch.
Rep. Barnett would express concern on the proposed change and remarks by the Attorney General’s office that the National Council would have input on proposed Commissioners for the Department of Public Safety, stating that their input previously “has not been heeded, nor respected.”
