Bill to allow the use of grants and agreements by the Muscogee (Creek) Nation passed BFJ

Nominations for numerous agencies and official positions were also passed by Committee

Bills to assist child witnesses and law enforcement passed by BFJ

MVSKOKE RESERVATION – On Oct. 16, the Business, Finance and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted. 

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:

NCR 25-003 A resolution of the Muscogee (Creek) Nation confirming Rebecca Landsberry-Baker to serve on the Mvskoke Media Editorial Board was passed with a vote of 3-1. Representative Mark Randolph sponsored the legislation. Representative Sandra Golden opposed the legislation.

If adopted, this resolution will allow Rebecca Landsberry-Baker to serve on Mvskoke Media’s Editorial Board, with her term beginning on Oct. 30, 2025 and ending on Oct. 30, 2028.

NCR 25-004 A resolution of the Muscogee (Creek) Nation selecting Owen Sapulpa to the Board of Directors of OneFire Holding Company, LLC was postponed with a vote of 4-0. Representative Patrick Freeman Jr. sponsored the legislation. The legislation is postponed until November.

This resolution will allow Owen Sapulpa to serve on the Board of Directors of OneFire Holding Company, LLC, with his term ending on Oct. 25, 2028.

TR 25-099 A tribal resolution of the Muscogee (Creek) Nation allowing the Principal Chief to execute grant awards and cooperative agreements with general terms and conditions for Fiscal Years 2026 and 2027 was passed with a vote of 3-1. Representative Dode Barnett sponsored the legislation. Rep. Sandra Golden opposed the legislation.

If adopted, this resolution will allow the Muscogee Nation to receive grants and create agreements with federal agencies in 2026 and 2027.

TR 25-100 A tribal resolution of the Muscogee (Creek) Nation authorizing the Executive Branch to prepare and submit grant applications to Federal and State governmental agencies and private foundations for both FY 2026 and FY 2027 and authorizing the Principal Chief to execute all necessary grant documents was passed with a vote of 3-0. Rep. Barnett sponsored the legislation. 

If adopted, this resolution will allow the Muscogee Nation to submit grant applications to state, federal, and private agencies for Fiscal Years 2026 and 2027.

TR 25-101 A tribal resolution of the Muscogee (Creek) Nation approving the Tribal Software/Technical Standards Regulations submitted by the Muscogee (Creek) Nation Public Gaming Commission was postponed with a vote of 4-0. Representative Robert Hufft sponsored the legislation. The legislation is postponed until before the Planning Session.

If adopted, this resolution will allow the Muscogee (Creek) Nation’s Public Gaming Commission to continue to function as an oversight commission in line with a set of regulations.

TR 25-102 A tribal resolution of the Muscogee (Creek) Nation confirming the nomination of Timothy Harjo to serve as the Secretary of Commerce for the Muscogee (Creek) Nation was passed with a vote of 4-0. Rep. Sandra Golden sponsored the legislation. 

If adopted, this resolution will allow Timothy Harjo to serve as the Muscogee (Creek) Nation’s Secretary of Commerce.
