MVSKOKE RESERVATION – On Feb. 24, the Business, Finance, and Justice Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
NCR 26-001 A resolution of the Muscogee (Creek) National Council approving the service contract agreement between the Muscogee (Creek) National Council and Soaring Bird Solutions LLC was passed with a vote of 4-0. Representative Lucian Tiger III sponsored the legislation. Representatives Mary Crawford, James Factor, Sandra Golden, William Lowe, Anna Marshall, Cody Phillips, and Darrell Proctor co-sponsored the legislation.
If adopted, this resolution will allow the National Council to obtain and retain the services of Soaring Bird Solutions LLC to evaluate compensation paid to National Council members.
NCA 26-036 A law of the Muscogee (Creek) Nation amending MCNCA Title 31 Chapter 2 entitled “Homage to Deceased Officials” was passed with a vote of 4-0. Representative Thomasene Osborn sponsored the legislation. The legislation was previously postponed on Feb. 19.
If adopted, this law will change the rules for honoring deceased MCN officials, including the source of funding for MCN flags and when and by whom flags are presented to officials’ family members.
NCA 26-038 A law of the Muscogee (Creek) Nation amending NCA 25-105 (A law of the Muscogee (Creek) Nation amending Article VI Section 2 (a) of the Constitution of the Muscogee (Creek) Nation to establish term limits for National Council representatives) was passed with a vote of 4-0. Rep. Osborn sponsored the legislation.
If adopted, this law will trigger a referendum and a special election. If the referendum passes, it will limit representatives to three four-year terms, with the bill taking effect with the filling of Seat A in Jan. 2028.
