BFJ passes Tulsa State Fair sponsorship legislation

Committee also passes District Court Judge nomination and postpones two bills until the next meeting

The MCNC Business, Finance & Justice subcommittee held a meeting in person and via teleconference in the Mound Building on Feb. 17. (MM File).

OKMULKE, Oklv. – The Muscogee (Creek) Nation National Council held the monthly Business, Finance and Justice Committee session at the Mound Building on August 15.

Passed legislation is subject to full council approval during the regular session.

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:

TR 24-101 A Tribal Resolution of the Muscogee (Creek) Nation confirming the nomination of James Jennings to serve as a Special Justice of the Supreme Court of the Muscogee (Creek) Nation was postponed by the committee. The resolution was sponsored by Representative Sandra Golden of the Okfuskee District. It was postponed until the next BFJ meeting with a vote of 4-0.

If Jennings’ nomination is adopted by the full council, his term will begin upon confirmation. Jennings will serve on a temporary basis as a special justice for case SC-24-03.

TR 24-102 A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute a certain intergovernmental detention agreement with the Board of County Commissioners of the County of Muskogee to hold criminal defendants at the Muskogee County Jail in Muskogee County, City of Muskogee, Oklahoma was passed by the committee. The resolution was sponsored by Rep. Golden. It passed with a vote of 4-0.

If adopted, this resolution will allow the Lighthorse Police to hold criminals in the Muskogee County Jail at the rate of $64 per day, not including the cost of medical care.

TR 24-105 A Tribal Resolution of the Muscogee (Creek) Nation confirming the nomination of Alyssa Campbell to serve as a District Court Judge for the Criminal Law division of the District Tribal Court of the Muscogee (Creek) Nation was passed by the committee. The resolution was sponsored by Representative Robert Hufft of the Tulsa District. It passed with a vote of 3-0-1, with Representative Patrick Freeman abstaining.

If Campbell’s nomination is confirmed by the full council, she will serve out a term until December 31, 2028.

TR 24-106 A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute a sponsorship agreement with the Tulsa County Public Facilities Authority to sponsor the Tulsa State Fair was passed by the committee. The resolution was sponsored by Representative Randall Hicks of the Okfuskee District. It passed with a vote of 4-0.

This year’s Tulsa State Fair is set for Sept. 26 through Oct. 6.

NCA 24-096 A law of the Muscogee (Creek) Nation to amend article IV and article VI of the constitution of the Muscogee (Creek) Nation to re-establish district voting and to add two At-Large districts. The law was sponsored by Representative Darrell Proctor of the McIntosh District and co-sponsored by Representative Anna Marshall of the Tukvpvtce District. It was postponed until the next BFJ meeting with a vote of 3-1, with Representative Dode Barnett opposing it.

If adopted by the full council, the bill will add two at-large districts. Each district will have two representatives for a total of four new council member positions. At-large Mvskoke citizens will only be allowed to vote for the representative candidates running from their district.
