MVSKOKE RESERVATION –  On Oct. 27, the Health, Education, and Welfare Committee and the Land, Natural Resources and Cultural Preservation Committee held a joint in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.

The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:

TR 26-079 A Tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute an encroachment agreement associated with tribal fee property in Creek County to be utilized as the new Sapulpa Health Clinic between the Muscogee (Creek) Nation and Enable Oklahoma Intrastate Transmission, LLC passed with a vote of 9-0. The legislation was sponsored by Representative Dode Barnett and co-sponsored by Representative Cody Phillips.

During the discussion, Brandy Frye from the MCN Realty Department clarified that the encroachment agreement is necessary because Enable Oklahoma Intrastate Transmission, LLC has an oil pipeline running through the property. The agreement would allow MCN to build on the property over or around the pipeline.

NCA 26-147 A law of the Muscogee (Creek) Nation authorizing the expenditure of the Oklahoma Arts Council grant in the amount of $4,500 for the benefit of the Muscogee (Creek) Nation Reintegration Program, passed with a vote of 9-0. The legislation was sponsored by Representative Darrell Proctor.

During discussion, it was clarified that the funds will be used to create a painting course taught by Mvskoke artist Jon Tiger and to provide storytelling sessions with Mvskoke storyteller Will Hill for the Reintegration Program.
