MVSKOKE RESERVATION- On Aug 13 the Health, Education, and Welfare Committee held an in-person meeting. Passed legislation will go on to the next full council meeting, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 24-092 A tribal resolution of the Muscogee (Creek) Nation declaring the month of September as “Indian Boarding School Survivors, a Month of Remembrance” passed with a vote of 3-0. It was sponsored by Representative Anna Marshall.
This resolution authorizes and requests the Principal Chief to proclaim each September “Indian Boarding School Survivors, a Month of Remembrance,” with appropriate programs, ceremonies, and activities. The resolution has a four point action plan that addressed the following. One, provide for an annual reunion of Mvskoke citizens who attended boarding schools, two, the creation of an opportunity for Mvskoke citizens who attended boarding schools, the children of attendees, and parents of attendees to tell their stories, three, the observance of Sept 30 as the official day of remembrance and Sept 30-Oct 5 as the week of remembrance and healing for Mvskoke citizens and four, provide written and verbal support for the National Native American Boarding School Healing Coalition and members of Congress in the effort to reintroduce and pass the Truth and Healing Commision on Indian Boarding School Policies.
NCA 24-090 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the U.S. Department of the Interior, Bureau of Indian Education (BIE) in the amount of $834,843 for the benefit of Eufaula Dormitory passed with a vote of 3-0. It was sponsored by Rep. Marshall.
The BIE grant will fund the Eufaula Dorms for the 2024-2025 year. The grant is an annual, recurring grant.
NCA 24-091 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the U.S. Department of Treasury, Coronavirus Capital Projects Grant in the amount of $167,504 for the Muscogee (Creek) Nation Department of Health passed with a vote of 3-0. It was sponsored by Representative Mary Crawford.
The grant allows for funds to purchase digital connectivity technologies to be owned by the MCNDH. Spencer Torbett, attorney for the MCNDH, explained during discussion that the grant will be used for wifi in MCN mobile clinics to provide better connectivity.
NCA 24-092 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the Indian Health Service, Native Public Health Resilience Planning Fund Grant in the amount of $200,000 for the Muscogee (Creek) Nation Department of Health passed with a vote of 3-0. It was sponsored by Rep Crawford.
