MVSKOKE RESERVATION- On Nov 6. the Business, Finance, and Justice committee and the Land, Natural Resources, and Cultural Resources committee held a joint meeting in person. Passed legislation will go on to the council, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 23-121 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute a real estate contract for the purchase of property in Muskogee, Oklahoma passed with a vote of 6-1. Representative Sandra Golden voted against the bill. It was sponsored by Representative Galen Cloud. It corresponds with NCA 23-149.
The MCN has the opportunity to purchase property located at 3201 W. Hancock St., Muskogee, OK, 74401. The property includes one office building, one warehouse building, a pull through covered parking, and a lumber shed. According to the bill, the MCN plans to use the property as a new location for the MCN Lighthorse Police Department.
NCA 23-149 A law of the Muscogee (Creek) Nation authorizing the expenditure of American Rescue Plan Act (ARPA) funds received in the amount of $870,000 from the United States Department of the Treasury for the purchase of property located in Muskogee County, Oklahoma passed with a vote of 6-1. Rep. Golden voted against the bill. It was sponsored by Rep. Cloud. It corresponds with TR 23-121.
This law utilizes the Final Rule in ARPA to fund the purchase of property in Muscogee to be used as a new location for the LPD. In order to respond to the increased criminal jurisdiction post McGirt, the MCN is seeking to establish an eastern division of the MCN’s justice services.
NCA 23-150 A law of the Muscogee (Creek) Nation authorizing the expenditure of the American Rescue Plan Act (ARPA) fiscal recovery funds in the amount of $600,000 for the benefit of the Tribal Utility Authority (TUA) to conduct energy resource planning and related activities passed 7-0. It was sponsored by Representative Randall Hicks.
The MCN TUA is requesting funds to conduct and participate in energy resource planning and financial analysis for future construction activities. Additionally, the TUA is in need of a vehicle to support these activities.
