MVSKOKE RESERVATION- On March 27 the Business, Finance, and Justice committee and the Land, Natural Resources, and Cultural Resources committee held a joint meeting in person. Passed legislation will go on to the council, unless otherwise noted.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 24-041 A tribal resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to submit a Department of Energy, Grid Deployment Office, National Energy Technology Laboratory, BIL – Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grants to States and Indian Tribes for the benefit of the Muscogee (Creek) Nation Tribal Utility Authority passed with a vote of 9-0. It was sponsored by Representative Nelson Harjo Sr.
The grant is estimated to provide $181,815.15 to shore up the Nation’s utility grid resilience. It requires a tribal match of 15%.
TR 24-042 A tribal resolution of the Muscogee (Creek) Nation authorizing tribally-owned real property known as the “Southern Villa Property” to be utilized for a development agreement to be negotiated with the city of Tulsa and for the benefit of the commercial and economic development of the Nation passed with a vote of 7-2. Representative Mark Randolph and Representative Sandra Golden voted against the bill. It was sponsored by Representative Robert Huff and co-sponsored by Representative Patrick Freeman Jr.
The “Southern Villa Property” is located in the city of Tulsa between 81st Street and 91st Street and Riverside Dr and Lewis Ave. The MCN seeks to develop the property for mixed use.
This legislation follows TR 22-182 and the MOU with the City of Tulsa and the City of Jenks for the “Low-Water Dam Project,” in which the MCN pledged $8.2 million to the project for a TIF agreement.
