OKMULKE, Oklv. – The Muscogee (Creek) National Council held the monthly Business, Finance and Justice Committee session at the Mound Building on July 18.
Passed legislation is subject to full council approval during the regular session.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 24-094 A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to submit a U.S. Department of Justice Bureau of Justice Assistance FY 2024 Body-Worn Camera Policy and Implementation Program to support law enforcement agencies grant application for the Muscogee (Creek) Nation Lighthorse Police Department was passed by the committee. The resolution was sponsored by Representative Dode Barnett of the Creek District. It passed with a vote of 4-0.
If adopted, this resolution will allow the Nation to purchase additional body cameras to be worn by officers of the Lighthorse Police Department, further increasing safety and accountability for officers and civilians alike.
TR 24-095 A Tribal Resolution of the Muscogee (Creek) Nation confirming the nomination of Geraldine (Geri) Wisner to serve as the Attorney General of the Muscogee (Creek) Nation was passed by the committee. The resolution was sponsored by Rep. Barnett. It passed with no recommendation with a vote of 4-0.
If confirmed by full council, Wisner’s term will begin upon confirmation and ending concurrent with the term of Chief David Hill.
TR 24-096 A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute an updated compact of self-governance for the purpose of amending the multi-year funding agreement between the Muscogee (Creek) Nation and the United States of America was passed by the committee. The resolution was sponsored by Representative Nelson Harjo of the Okmulgee District. It passed with a vote of 4-0.
If adopted, this resolution will make previous modifications to the compact between the United States and the Muscogee (Creek) Nation official.
NCA 24-082 A law of the Muscogee (Creek) Nation authorizing the expenditure of grant funds awarded from the U.S. Department of Justice Office on Violence Against Women for reimbursement, in the amount of $66,071, was passed by the committee. The law was sponsored by Rep. Harjo. It was passed with a vote of 4-0.
If adopted, this law will allow the Muscogee (Creek) Nation to be reimbursed by the U.S. Department of Justice for the costs of detaining, supervising, or providing services to non-Native individuals who commit certain crimes within Muscogee Nation territory via “Special Tribal Criminal Jurisdiction”.
NCA 24-083 A law of the Muscogee (Creek) Nation amending Title 14, Chapter 1, Subchapter 3 of the Criminal Procedure Code of Laws of the Muscogee (Creek) Nation to remove the time limitation for prosecution of certain crimes was passed by the committee. The law was sponsored by Rep. Harjo. It was passed with a vote of 4-0.
If adopted, this law will remove the statute of limitations for particularly heinous or disturbing crimes committed within the Muscogee Nation, including murder, certain crimes against minors, and certain sex crimes.
